Important sections to understand:

1st Page – Summary of the project in a
few words. Lists contracting agency, administrative agency
and paying activity.

Section C – Detailed Scope of Work (SoW) This is a
description of the project and what it entails.

Section F – Tells how much time you have to
complete the work.

Section J – Locations and diagrams
-
Section M – Evaluation criteria. How your proposal
will be evaluated.
How to write a proposal…
Lay it out like
this:

Technical
- Please describe, in detail, in your proposal how you are
going to accomplish the work/project outlined in section C.
- Make sure you mention how many Iraqi workers you
will use (the more the better!).
- Talk about a security plan (this may be in the
form of paying the local people of that area to take care of
you).
- Include a schedule that shows detail of when you
will complete each task to get the project done as timely as
possible.

Price
- Make sure you give a break-down of all items and
labor.
- Do not mark-up!
- Add your profit and overhead on at the end (this
should not be more than 12%-20% of the total cost).

Past Performance
- Include a list of the kind of work, the location, dates,
price, and names & contact info of contracting officers for
each project.
