How to read tenders and requests for proposal…

 

Form 1442 – Construction

Form 1449 – Supply and Commercial Items

 

Important sections to understand:

  • 1st Page – Summary of the project in a few words.  Lists contracting agency, administrative agency and paying activity.

  • Section C – Detailed Scope of Work (SoW)  This is a description of the project and what it entails.

  • Section F – Tells how much time you have to complete the work.

  • Section J – Locations and diagrams

  • Section M – Evaluation criteria.  How your proposal will be evaluated.

How to write a proposal…

 

Lay it out like this:

  • Technical
    - Please describe, in detail, in your proposal how you are going to accomplish the work/project outlined in section C.

    - Make sure you mention how many Iraqi workers you will use (the more the better!).

    - Talk about a security plan (this may be in the form of paying the local people of that area to take care of you).

    - Include a schedule that shows detail of when you will complete each task to get the project done as timely as possible.

     

  • Price
    - Make sure you give a break-down of all items and labor.

    - Do not mark-up!

    - Add your profit and overhead on at the end (this should not be more than 12%-20% of the total cost).

     

  • Past Performance
    - Include a list of the kind of work, the location, dates, price, and names & contact info of contracting officers for each project.

BEST VALUE CONCEPT

  • Highest quality and capability to perform the work.

  • Shortest time.

  • Greatest number of Iraqi workers used.

  • Strong plan for security.

  • Good, relevant past performance.

  • Price.

Additional Tips…

  • Walk the neighborhood and meet the local leaders.

  • Email in a separate “sanitized” proposal (MEANS PROPOSAL SHOULD BE FREE OF COMPANY MARKINGS AS MUCH AS POSSIBLE). 

  • Send proposal as Microsoft Word Documents if possible.
